Odyssey Enrichment is absolutely wonderful for after school, we love everyone there, but is not open during the summer. Aransas Pass For Youth has a great inexpensive summer camp (compared to Katy/Houston pricing) that lasts most of the summer. I think it's about 2 weeks shy of a full summer program.
