I don”t have a lawyer for you but I can tell you this happened once to someone I know. What worked for them after a few months was to tell the dealer to give him the title immediately or he was calling the DMV (I think that was the department) since the law in that state required the title to be given in 30 days and he was sure DMV would be interested in learning why the dealership was taking so long - maybe the car was stolen since they didn’t have the title? The dealer balked at first, but after my friend made it clear he wasn’t playing around, the dealer issued a full refund and took the car back.
I don”t know the laws in MD, but telling the dealer they will be reported to the Government for not following the law and raising questions about whether they legally owned the car jolted them into action. That approach might help you resolve the issue without the time and expense of getting a lawyer. In any case, I hope it works out well for you soon.

Did you finance the car? Not sure what MDs rules are, but in many states the financing company maintains the title until the car is paid off. That may be why you don’t have title yet. But if you paid cash then you definitely need to have a demand letter sent.

In addition to your other efforts, you might want to try [requesting a duplicate title](http://www.mva.maryland.gov/about-mva/info/27300/27300-11T.htm) with the MD Motor Vehicle Administration. It looks like you will need the vehicle title number from the dealership, but that is probably something they have on file.

You mentioned it’s only a year old - is the car fully paid off? If not and you still owe on it, the bank technically owns the car and therefore the title.

They should have given you the title immediately once they received the full price for the car. They screwed up, and I bet they can't find it. You should have someone put boots on the ground and go in to represent you -- tell them you need the title immediately, or it's going to court. At the least I would bet they buy it back from you. I think it will just take persistence but you should get it resolved.
