Magic Jack is what I use. You can yes it free and they also have an app that you can also use on your cell phone.

We use Ooma at our house. Once you pay for the system the only thing you have to pay per month are taxes which comes out to like $3.25 a month. It hooks up to your internet though. http://www.ooma.com/
