If you're close enough to El Cajon, I've had good experiences with StarTech computers on Fletcher Parkway. And I've bought some parts from there to build my own pc and they will even test them for you when you buy. Unlike most everywhere else.

If its software and not hardware, reformatting really is the best way to fix it. If you have backups (you were backing up, weren't you?) you should be able to revert to older backups to try to get rid of the problem, otherwise reformatting and fresh install is your only hope.
If it's hardware, reformatting wont do squat. You'll have to play the hide and seek game of removing a piece of hardware and then seeing if the problem goes away without it. Remove the video card and use the onboard video instead, remove all but one stick of memory, etc. Once you find the culprit hardware, replace.
Sometimes the BSOD will give a hint as to what piece of hardware is the problem, but the average computer repair shop probably isn't going to do more than google to look for hints based on the BSOD message, which you can do just as easily. Beyond that, the work required just isn't worth it (analysis of the memory dump, which I doubt the shop will be capable of doing), and you're better off cutting your losses and selling the machine or living with its flaws.
FWIW, I had BSOD and graphic glitches with a gaming machine. Turns out it was that my power supply wasn't strong enough (too many hard drives) and it was causing the vid card to BSOD the machine (obvious it was the card from the BSOD message). I eventually moved the extra HDs to another machine and the problem went away. There was no way for me to test if a weak power supply was the problem other than reducing the load on the power supply (by removing extra hard drives). I used an online power calculator which also suggested I had too many components running off my power supply.

What part of SD are you from? Does the machine otherwise boot but fails on startup? Have you tried pressing F8 as it starts windows and tried safe mode? Typically with a situation like that, I would back up the drive to an external, or another PC, reformat and reinstall (SATA to USB cables are relatively cheap at Fry's). Alternatively you could just run a reinstall and not format with Win7, then save what you need before deleting the windows.old folder orrrr run the 'repair' option from your windows install disc on boot. (I have yet to see this ever actually work).
