When I used to work at Airco they had payment plans. You don't need to replace the panel unless you are having crackling when you jiggle the breakers. Most of the bad panels have burned up already. I have an old zinsco myself and it's fine. I've had to replace a few breakers but that's it. Also try Bob Dooley electric. Their rates are better but I know for sure Airco, if you ask, does payment plans.

After time the breaker loses its ability to clamp the bus bars so the older breakers will do that. I've done, when I worked for an electrical contractor, a lot of jobs where we did those patch jobs. They don't have to go under the house unless there is a separate box for say the HVAC system and the wires are not long enough. It sounds to me like a cake walk to replace though. Whoever quoted you close to $2 k must have not wanted to do the work. The price, granted this was back in 08, to replace a panel like that was always around $500-1 k. The panel you need is outside rated and home depot has them for around $50-100 depending on the amount of breakers you need. I'd recommend Square D but a cheaper GE/Cutler Hammer panel is fine. I've got lucky on my zinsco panel so far. I have seen many panels catch fire and if they are red handled zinsco breakers they were never built to spec. Mine are the replacement gray/black handles thankfully. All breakers clip in for residential use though you could get a bolt on commercial grade panel with a bunch of GFCIs and such. That would run you like $500 for the panel. If I still had my old GE panel I'd give it to you but I already gave it away unfortunately.
