I've been to National Harbor for a conference a little over two years ago. Its like one big overgrown Citywalk. None of the restaurants are of particular note. Just expensive and overdone because 90% of the clientele are there for a conference so they know its an expense account paying. If you're renting a car.. definitely go into DC or across the river into Alexandria. I recommend the Dogfish Head Brewpub... if you're into beer. Great food. The fish and chips were great. I enjoyed the Chili at Hard Times cafe... (met a friend there to watch a 'Skins game) several locations to choose from, and several styles of chili including a sampler.
