Regulafion I a. of the MCEHC' Chapter Xf states: Cattle, horses, sheep, goats, dogs, cats, birds, fowl, and arry other animal or bird, and the pens, stalls, stables, yards, shelters, cages, areas, places and premises where they are held or kept, shall be so kept and maintained in a manner that prevents flies, insects, or vermin, rodent horborage, odors, ponded water, the accumulation of manure, garbage, refuse or other noxious material do not become o public health nuisance. For the purposes of this code a "public health nuisanceo' are those nuisances as defined in A.R.S. S36-601. Regulation 1 b. of the MCEHC' Chapter XI states: Manure and droppings shall be removedfrom pens, stables, yards, cages and other enclosures at least twice weekly and handled and disposed of in an approved mannerfree of health hazard or public health nuisance. "Approved Manner" means contracted disposal in a sanitary landfill, direct land application and/or active composting.

Hube Yates in Cave Creek who had the riding stable, who wasn't required at the time, never cleaned up his horse manure for many decades ended up contaminating the Callaway water shed. The county closed him down due to the levels of Ammonia in the surrounding well waters. They traced it back to his stable. Ammonia is from the horse urine which in many cases is absorbed by the manure. A few piles of horse droppings granted will probably not do that kind of damage. Left to pile up over time it certainly has the potential. I guess that is why the county came up with the ordinances on animal waste.
