In top rated public hospitals, some Chinese doctors can speak English too. Apart from that, I had a German doctor and African American doctor during my pregnancy in the public one with no extra charge. So it really depends.

Delta Health in Gubei area has good English Dr's. also Parkway Health has many locations. I needed medication and Parkway wrote a prescription and the "No. 1 Pharmacy" on Nanjing road will fill it. They will even help foreigners with just their old bottle get refills, as long as it's not banned item in China.
