My (Chinese) girlfriend just got a Thai visa using the travel agency in the Walmart - Incity parking garage. They charged a whooping 70 rmb service fee and it took 7 days but saved her the trip twice to Shanghai to get it. Can't say about non-Chinese but it is worth a try to ask them. Younger Travel agency - inside Incity Parking Garage East side of the building
