You probably shouldn't get your first tattoo in a foreign country while on a trip. Unless your Japanese is superb, the likelihood of miscommunication is pretty high and traveling with a healing tattoo brings about tons of other headaches apart from that.

I would check out Hachi, she’s French and speaks French, English and Japanese. I loved her and I have a lot of tattoos and she has a VERY light hand. My tattoo looks amazing and I’m hoping to book her again for my next trip. - https://www.facebook.com/HachiTattoo/

Tokyo three tides. I emailed them of a design from another artist I found on Instagram and they did it without question. They do throw in their own twist as well but can stick to the design you want. They speak English pretty fluently as well!
