Fantasy Costumes on Milwaukee (just North of Irving Park) is worth visiting. It's probably the largest costume shop in the city, and they definitely have adult items.

Try a prop rental service like Zap Props http://zapprops.com/ or Chicago Props http://chicago-props.com. If there's enough time between now and the party, you could also contact the drama departments at local universities and community colleges to see if they'd be willing to work on something for you.
Go to any resale shop (salvation army, not vintage or plato's closet) and check the **women's** section. You can find big blue and/or red coats, huge leather belts, puffly white silk shirts, and gaudy gold vests. If you're lucky you can find an ugly black hat, and an ugly colored hat with a ugly colored feather in it, buy both and put the feather in the black one. I've put this costume together a few times now, it costs about $10.
