I have simple advice ( again). Do NOT buy a house without Notary Act. If seller does not have Notary Act then it is NOT YOUR responsibility to go get one. The seller presents full set of paperwork. If they cannot do it please walk away or wait until they have all paperwork required.. Don't believe any excuses. Full paperwork or don't buy. There are literally thousands of houses for sale in Bulgaria. Don't walk into trap and store up problems for future. I have seen it too many times.

Get a good independent lawyer - you can try Bojov Law - they have a lot of experience! otherwise prepare to be cheated!

Keep in mind that you need to be a certified translator (the register is kept by the Consul Service with the Ministry of Foreign Affairs) in order to be a legible when you're in the notary office.
