The Part P rules were relaxed last year to allow jobs like this to be done by a competent DIYer. If the property is council owned it would be down to them to install and certify any appliance.

"Corgi Registered" no longer exists.. It has been replaced by "gas safe".. Neither has anything to do with electrics.. You also don't need a test certificate just someone competent to complete the job. Where abouts are you..? I know a few sparks. And when does it need doing..?

Go to http://www.competentperson.co.uk. This will bring up all local electricians to your postcode who are registered with Elecsa, NICEIC and Napit! I work for Elecsa so I knew what you meant lol
