Almost everyone speaks English so that shouldn't be a problem. I could point you to some native English speaking barbers in Stockholm but not if your max is 350. Best place I can think of to match that price would be https://mroom.com/sweden/en/services/, but it's just outside of the city.

I go to “Man Stockholm Barbershop” at Götgatan. A haircut is 350 kr and a straight razor shave is also 350, I have only tried the haircut tough. https://manstockholm.se

Hairdresser called Milo at Salong Andreas on Götgatan is good, can't recommend the others. 360 SEK.

Search for King's barbershop in Gullmarsplan and Joe's Barbershop in kungsholmen. Both are very affordable 150 sek, the staff speaks English, friendly guys and they do African hair too.
