I used to go to someone who freelanced out of Ambo Ars in Enmore but she's gone on a working holiday for a year. I get my hair done dark purple > light, pastel purple > silver, and the stylist who is taking over my hairdresser's clients has sat in on the last session I had before my hairdresser left, and hopefully will do a good job when I go to see her next week. Otherwise try Tara Maree hair (look her up on fb for examples of her work) - she freelances out of Ambo Ars too. Another one that everyone seems to go to is Doppelganger in Newtown but I haven't been personally. Edit: my hair is really long (like almost halfway down my back), I get it bleached and coloured about every 4-5 months and it costs about $300. Getting colour without bleach is about $120 or less.

Brad Ngata in Surry Hills ask for Remington. Expensive but worth it. Also Blow Dry bar in William St, Darlinghurst are good for men's cuts. Also Zolf in Double Bay or Lloyd Lomas in Double Bay.
