The closest to Airport is a hotel Ulemiste (walking distance), but as it is a hotel - it also has "hotel prices". If you are looking for accommodation on budget and hostels, then you should look more closer to the city centre where most of them are. Tallinn is so small, that form that area it is around 15 minute taxi ride or you can also take bus from the city centre to the airport.
