Its difficult to suggest anything specific without knowing what floats your boat, but here's couple ideas. - Moomin museum in Tampere talo. IMHO its worth checking out, even if you don't know anything about the moomin world. - Pyynikin näkötorni (Pyynnikki Observation Tower) has good view to the city. Their doughnuts (munkki) are rather famous. - Lenin Museum. Tampere Workers' Hall is the place where Lenin and Stalin met the first time in person, so I guess if history is your thing then this might be worth checking out.

I've had all my ink done in putka tattoo. About 100 euros/hour, other places might be chraper as putka is the best place in Tampere. I don't have any experience from other countries. Most of places have galleries or links to instagram for their artists so you can see the kind of work they like to do.
