Friction brakes on EVs will develop a thin layer of rust or corrosion because they are almost never actually used. What you probably hear is that rust/dirt/etc grinding off. It's perfectly normal. In reverse especially, because regen braking does not engage in reverse. As far as regular, preventative maintenance, look at your owners manual. The 36,000 mile service can be done by pretty much any good auto service center. I recall seeing ads for Cleveland Hybrid, though I have no experience with them. http://hybrid.radair.com/
