For setting up a business or property transaction, a notary should be enough to legalized the paperwork. Lawyer tends to make things more complicated than it seems. Unless if you have several partners for the business where you need to make a tight and clear contract between you and your partners. If you are an expat, I am not recommending a PT where your name will be nowhere in the company deed. A PMA will be the best way where you have direct control with the business that you set up. Just my 2 cents, you do know that Australian lawyer charges by the hour but means nothing here because the law is Indonesian law, not Oz law. If anything happens, they can't represent you since they don't have the knowledge and license, my friend already went through that drama already Better get a solid local lawyer that speaks english

Yes the offender should have played by the rules and should have some kind of punishment but massive amounts of money under small time constraints is a devilish act in return.
