Are there any public swimming pools or hotels that allow outside people to use their pools? I am looking for a pool that is long enough for laps.

Almost ANY hotel with a pool will let outsiders use it. Just tell them you'll have lunch/dinner/etc. there. They might have a charge that applies to purchase. Rated "The most beautiful pool in ubud": http://hanginggardensubud.com/resort/the-pool/

D'Omah hotel in Penestanan (close to Alchemy) charges 50 k per day or you buy a month pass for 450 k to use the pool as much as you want. SWASTI Eco Cottages in Nyuh Kuning close to Bumi Sehat foundation in jl. Nyuh Gading even gives free access. Bit smaller pool but when you buy a nice lunch there (had a great 50 k sandwich there yesterday) you can use the pool for free the rest of the day.
