From our experience Club Cascades is fantastic as a true traditional summer camp. Also the community centre has some fun theme driven camps - check the age categories though.

There are not many options, but a few really good ones ;) -- Leiko Marr (July, bit of Aug) and Sharyn Morris (couple wks in August) both offer fabulous programs and might be able to accommodate 3yr olds. Andrea Hacquoil runs a fabulous Waldorf school in Chelsea (1-5 yr old)- not sure if she takes additional kids in summer months. Chelsea coop nursery school has a one week forest school for preschool aged (mid-July). PM me for their contact info ;)
