Your issue is not with the cistern. It's with the soul pipe. Badly flowing soil pipe connections cause water to not be swept away efficiently and leave remains in the pan. Your issue is either a blocked or obstructed drain or poor/restrictive soil connection. Www.facebook.com/Gladwinplumbing

Thanks for comments and it is actually poor design toilet pan! Mark Mark Gladwin . The water flowed fine just water coming in at front and back hitting in the middle, lifting water level in pan and forcing paper up. A plumber came round and we could not come up with anything else? He filled pan on top of his rod with blocking end and when lifted the water flowed fine?
