Anywhere good will usually be fully booked with appointments well in advance. For the best artists you usually need to book around 6 to 8 weeks ahead. I can recommend Golden Dragon Tattoo Studio. The artist is Ye Kyaw and he's great - you can find his studio page on Facebook.
