Here's a list of major budget hotels in Japan. If you are looking for a hotel restaurant serving good continental food, then it's probably not a budget hotel. As for organised tour, you don't necessary have to rely on the Budget hotels. You don't have to book the bus on line. It's not preferred because, if the flight arrive earlier/later, long queue at the custom, you might miss your bus or have to wait too long for your bus. Actually not difficult to get to Sapporo and going around by yourself. Plenty of resources online. You can fly to Sapporo either from Tokyo (or other domestic hubs) or from nearby cities like Seoul. Shirakawago is near to Takayama. Very far from Hokkaido. If you're going to Hokkaido, the best time is during Ice Festival in early Feb or Lavender Season mid July. However, this time accommodation will be expensive and hard to get. Need to book early.
