Based on my experiences I'd recommend Love Hate.

I have 30 tattoos, including a full sleeve and chest piece. My primary artist is Dawn Kelley at Vigilante on Culver Rd, but I have also gone to Steve Shales at Lucky Lotus, Erik Mannhardt at Steadfast, Pat Ross at Art to Zen, and Noah Larham at Golden Orb (a bit of a drive out in Geneva, but TOTALLY WORTH IT!). As far as American Traditional or Neo-Traditional goes, Steadfast and Art to Zen are tops on the list of shops I've been tattooed by.

In Rochester, Love Hate is a no-brainer. There may be a bit of a wait depending on the artist you want, but they've been around for a long time for good reason.

What about Lucky Lotus? Any information on these guys?

Art to Zen is personally one I know a lot of people go to and have great work done. Can't speak to the specific style you want but I know they do good work.

Honestly it depends on what kind of tattoo you want. Like American, Japanese, new school, photo realism etc. Their is so many amazing artist in the Rochester area. You need to look at their portfolio to get a good idea of what they can do for you. Personally Lea Rizzo is a amazing artist. She specializes in photo realism and portraits. Thomas Kelly at eye of newt Tattoo is another amazing artist for a lot of the other styles. Do your research. It’s on you for life. And remember good work isn’t cheap. Cheap work isn’t good.
