  Here’s the situation: I rent and while on vacation the toilet in my upstairs bathroom broke. No damage but the water bill is high. My landlord is stating they do not feel they should fix it because the water company told them I should have jiggled the handle to stop the water flow. If anyone in here knows who is responsible or can put me in contact with someone who can help me it would be appreciated. Thanks.
