  Recommendations for a local mechanic to work on a 76 Dodge Dart Bought a car in April and it's just been sitting in my friends garage in Elyria. He fixes mopar as his full time job but has been abusing the friendship to avoid work for payment. I need to get this thing running because title isn't in my name yet either and winter is coming. I'm not rich or car savvy; there are two problems I know for sure- fuel intake and rusted breaks. Where can I go?

I'd like to get my cylinder head resurfaced, as well as have valves installed. I've already removed my valves, springs, etc. but don't have the proper press to be able to efficiently replace them. Working on a 1.8t MK4 Gti in case anyone wondered. 20 valves total.
