  Yesterday I adopted a Jack Russell. she has what I am assuming are hotspots around her tail. she keeps licking them. Is there anything over the counter I can put on the spots until I am able to get her to see a vet? I thought maybe hydorcortisone but i didnt think that would be good if she licked it. And any suggestions for an inexpensive vet would also be helpful. Thanks.

  It is most likely an allergic reaction to something in the food. Check the ingredients for wheat, corn or soy, or any gluten thereof. It may also be listed as middlins or middlings. If those ingredients are in there, find a food without them. Any topical treatment, steroid, food additive, etc. will only be hiding the symptoms, not fixing the problem.
