  You could try Wavelengths on Queen St. (705-759-4638). They're pretty expensive but worth it. They managed to pull the burgundy store bought dye out of my hair (which I had been using for 3 years) and replace it with a mocha base and caramel highlights when I was 18 and it looked awesome, so I think they're good. They're usually pretty booked up though.
