  JSPCA is the cheapest option. From a neighbor, I have heard of a private vet that has a monthly fee to include all treatments needed, so ask around if that is what you want. I took my dog to http://www.vethakerem.com/ b/c I like the two vets there and prefer that they do all treatments. And yes, they both speak English. I'm guessing that most do b/c it is hard to get through that much schooling w/o learning English. I have found that prices for pet supplies don't vary so much, but I do order dog food via zap.co.il to get the best deal with delivery to the door.
