  A linear fluorescent is going to be the most economical solution. If you have more of a budget you may want to check out lithonia's VAP LED series. http://www.lithonia.com/commercial/vap+led.html#.UZLtoi-9Kc0 or something like it. Screw in led replacement lamps have come a long way, but you still need a can of some kind to put it in, recessed, track, jelly jar, etc.
