  I love Joop Offerman, in Point Breeze. He's friendly, competent, and the office usually runs on time. All appointments are scheduled same-day, which is why they run on time; you call after 8 AM, if they have a slot, you get it, if they don't have a slot, you go to the ER or wait until tomorrow. I've never had trouble getting in as long as I called before 10 AM. (If you need a return visit, you just go in; no need to schedule twice.) http://www.joopoffermanmd.com/
