  A few of my friends have been to Browhaus in Shanghai and liked it, although they weren't there for tattooing. I checked the [website](http://www.browhaus.cn/), seems like they have a semi-permanent brow service. Not sure if it's the same thing. A popular forum for people living in Shanghai is [Shanghai Expat](http://www.shanghaiexpat.com/phpbbforum/). You could try asking there as well.
