  These small local ISP's are great until they sign up a few customers, then they have no systems to manage customers and they oversell their bandwidth, competing on price means you get low level customers and you start screwing them out of quality to make your quantity and numbers, soon they are unprofitable and customers switch. The quality of the call is completely reliant on the internet connection it's being run over and cannot be guaranteed by using any specific hardware which is what Telkom have told you.
