  Contact Chaya at the JSPCA (she's the adoption coordinator)@054-770-0221 or the Shelter at 02-585-4465 OR contact the rescue org, Jerusalem Loves Animals -- the adoption coordinator is Hedva@054-945-4225. Many of the latter have dogs in foster, so they are somewhat trained depending on their ages and how long they've been fostered. Both organizations ask for an 'adoption basket" of around 600-700 NIS to cover the medical costs incurred by the organizations (neutering, deworming, shots, chip, etc.)

  Rachel, check out adoptions through the many rescue/no-kill shelters here in Israel. "Reliable breeder" here is expensive, and my friend who got her dog from a "reliable breeder" spent a fortune in medical expenses because the pup came with Parvo.... There are a lot of puppies that need homes. This group "Roof for Animals" usually has adorable puppies -- http://www.animals-roof.org.il/ is the website, and https://www.facebook.com/BytHmhshggLhywt is their FB page.

  Rachel Emm there are hundreds of loving puppies up for adoption in Israel looking for homes, please don't go to a breeder. Here are some SPCA Israel (has lots of puppies for adoption) Tel Aviv Municipal Dog Shelter (כלביה העירונית תל אביב) and in Jerusalem ירושלים אוהבת חיות(a foster service where I got my dog from) and JSPCA - Jerusalem Society for the Prevention of Cruelty to Animal. In most cases of adoption spaying/neutering and shots are free, and if you adopt from Jerusalem loves animals they will also throw in a free vet's visit and session with a trainer.

I'm not sure what's the best thing to do because maybe they will just euthanize it. (Which may be what a vet would recommend though) There is a cat that has a broken and bleeding foot, it looks like it was hit by a car maybe.
