  Hi Kelly! I believe you call (302) 227-4641 for the beach permit, and I'd recommend Pamela Willin Yingling for flowers it think you'll have a hard time finding photography for under $1000 but you can use weddingwire or other reviews to check pricing- you want amazing photos! Good luck!
