If we bought our own water softener...who would we hire to install it? A plumber? A handyman?

Does anyone out there know if property lines in Minneapolis start at the curb / street or edge of the sidewalk closest to the structure?

My mother is pulling lot permits constantly and shes had to do this type of thing before, but if its a legal matter sounds like you'll have to go sluething for those court documents and probably forward all of that onto the owner of your building.
