  It sounds like you have an outdoor outlet or device that is not properly weather tight. If this is the case, it is a really simple and inexpensive fix. My boss and I run a small electrical company - Tom's Electrical Services Inc. We can come out and take a look and either give you a free estimate and/or fix it on the spot if it is simple enough.
