It sounds like you have an outdoor outlet or device that is not properly weather tight. If this is the case, it is a really simple and inexpensive fix. http://www.bluejayinc.com/ - I had a problem with a breaker and he came out to inspect it. It was just a little loose, so he adjusted it and it was fixed. He didn't even charge me anything - not even a visit fee. So while the guy didn't actually do/fix anything, he totally earned my respect for being an honest and nice guy.
