  New York Hair on Gongyi Road. Ryan speaks English and cuts western hair well (650 NT). I can definitely recommend him for cuts.   I'll give this post another shot: Who is an excellent English-speaking hair stylist in Taichung? I pay 540 NT right now for more of what I consider a "barber" and I am very satisfied. However, I'm looking this time for something 900 NT plus, like a really reputable English-speaking guy/gal who is known to be one of the best at his/her craft.
