  Amtrol has some good troubleshooting videos on their website. About halfway down is a video clip describing the Er3 code. They call it "slow recovery", which means the water isn't heating right. Based on what you're describing of the problem, I think Er3 is just confirming the symptoms you are experiencing rather than telling you something new.
