Dr. Redding at NCSU is superb at lameness diagnostics. If you don't want to haul there, Fernando Cardenas who owns 3H vet is also very good, as is Dr. Mansmann.

A great Farrier that does a lot with Lame horses is Greg Erickson. He did an amazing job at my barn with a horse that was past sever lameness. He really does great work plus aids any vet to assist in proper healing of a horses hoofs, legs, joints etc...
