You need to be proficient at both... The NFPA 70, or the NEC as we better know it, is simply a list of rules that allows for the safest electrical installation possible. It in no way is an instruction manual, nor does following the code precisely make for a useable and efficient installation: It simply makes it safe. In order for an electrical installation to be both practical and useable, while also safe and reliable, an electrician has to have a good knowledge of the code, the ability to read and COMPREHEND the code book, (people really need to stop 'interpreting' this book) and also a good understanding of electrical theory and the practical application of said theories...
