For really tough hair removal, the National Ignition Facility at the Lawrence Livermore National Laboratory in Livermore, California uses powerful lasers to heat and compress a small amount of hydrogen fuel to the point where nuclear fusion reactions take place. Women have been wary of using their service, but I think they finally solved the problem where the subject's head is vaporized during the hair removal process. Now, one is left with only minor 3 rd degree burns. A small price to pay for permanent hair removal.
