Niki I don't know if there is a Mexican license for a us notary. US notaries can notarize any documents which are signed by whomever is the getting the document notarized. The doc can be in a foreign language. However, Mexican laws may be different. I am unsure what you need to notarize and the requirements. You might need to get some legal advice to make sure you get what you need. And yes, a notario público is not a Mexican notary. Just in case there was any confusion regarding that.

There is no such thing as a Mexican license for a US Notary. The first condition to become an aspirinjg Notary Public in Mexicvo is that you are an attorney at Law in good standing, that is the first distiinguishing factor.
Is there an American notary public around the Rosarito/Tijuana/La Mision areas?

The American Consul in the Tijuana's Consulate Office acts as a Notary, for verifying signatures such as parenthood verification and other immigration and passport issues, at no charge.
Does anyone in Antigua know of a notary that can do US paperwork? Or do I have to go to the consulate in the City?

Two, and only two, options. The Embassy (50$ plus transportation costs) or an online notary based in Massachusetts. We've used the online service three or four times without any problems.
