Each US State is a little different at their level before going to the Federal level. Kuwait started requiring these authentications, and I've always handled the paperwork myself. Here (for Kuwait), you must have the State Department--the state in which your degree was received, not your residence--authenticate the diploma (or other doc) before going to DC. The State step (I've dealt with two) has been easy, and I choose to just walk in at the DC office, wait an hour or two and done. I think the quotes you are receiving are fairly close, but seem on the high end, as I've had colleagues use expediters and talk of 300 USD or so. There is a cost per document, so that can be a little different. Good luck!
