If you really want top quality, I would look at the American Translators Association directory. [ATA directory](https://www.atanet.org/onlinedirectories/) You just put in the source language (English) and the target language (Vietnamese). There are a ton of Vietnamese translators on there. Some who are ATA certified and a bunch who aren’t. Those who are ATA certified have taken a pretty rigorous test to become certified.
I know some one who knows sign language really well and loves to help people. She is interested in getting a job as a translator. Any one have advice I can help her with?

She will have to get certified... I looked into this... there's a great program at tjc... If she wants, tho, she can just go take the certification test... The information is on the website... www.rid.org
