I would say Lopez or Friday Harbor.

Friday harbor does not provide much beach combing but you can get there and shop, walk around, etc. without needing a car. I prefer Eastsound, Orcas Island. But you will need to take a car. Once there you can drive up Mt Constitution and see the fabulous scenery.
