A friend of mine is a seamstress in Woodbridge. Does a lot of cosplay work. Reasonably priced. PM me if you want her info. She works out of her house but will travel to you if necessary. BTW, Kim's in Springfield overcharges.

I've been to Alber's on 23 rd a couple times. Not sure what "normal" pricing is around the area, but it seems awfully expensive--$14 to have a 2-piece suit drycleaned and $64 to have the waist of a sports coat taken in. Hemming is relatively easy and hard to mess up though, so you're probably fine no matter where you go.
