for home use does he want a straight or a double edge? either way i'd check out /r/wicked_edge they are the ones to help you pick out a new razor for him. Personally, I'd get him a DE with a good brush, a sampler set of blades and arko soap.

I haven't been in a while but I like the grooming lounge. They have one in Tysons II. It can be a bit expensive though.
